The Wanderer (Scaramouche)'s best DPS build uses the Desert Pavilion artifact set with Anemo DMG and CRIT stats for maximum damage. Ideally, you would want at least 120% Energy Recharge plus another Anemo character in the party to be able to use the Wanderer's Elemental Burst often.
